Week 3 – Assignment: Explain New Public Management and Collaborative Public ManagementThis assignment focuses on the new theories of public administration and organizational management that have emerged over the past 35 years – New Public Management (NPM) and Collaborative Public Management (CPM).
Complex responses to large or pervasive population issues often require inter-agency collaboration and cooperation to accomplish the objective. This type of response includes an inter-agency response to public health issues such as vaccination of large populations.
You are an emergency response clinical director within the U.S. Department of Health and Human Services (HHS) National Institute of Health (NIH). You are assigned to develop a “Memorandum of Agreement” (MOA) between your office at NIH and the Center for Disease Control and Prevention (CDC). The purpose of this memorandum is to establish a joint effort and collaboration between the two agencies to develop a jointly operated vaccination clinic to fight an epidemic that threatens to spread to other areas. Both agencies will share a single treatment clinic providing vaccinations to residents. The MOA defines the portion of the treatment center to be occupied by NIH and the portion of the treatment center to be occupied by CDD. The MOA also defines the roles and activities of both members of NIH and members of the CDC.

Length: 5-7 pages, not including title and reference pages. MOA should be 4-5 pages and the comparison and analysis should be 1-2 pages.
